Frequently Asked Questions.

The questions Paul hears most from buyers, sellers, and people moving between Oregon and Idaho, answered in plain language and consistent with the guides and market reports on this site. If your question is not here, call Paul at 503-475-6136 or send it through the contact form.

01 · Buying a home in Oregon

Oregon buying questions, answered straight.

Answers stay short, direct, and consistent with the full guides on this site. Skip the ones you know; use the anchors above to jump around.

What is a pre-approval and when do I need one?

A pre-approval is verified financing: the lender reviews your income, credit, and assets and commits to a loan amount, subject to the appraisal and underwriting that happen later. Get it before you tour seriously or make an offer, because it tells you exactly what you can afford and makes your offer carry real weight with sellers. Paul can point you to the lender conversation that starts it.

What is the difference between pre-qualified and pre-approved?

A pre-qualification is a quick estimate based on figures you tell the lender. A pre-approval is verified with your actual documents and holds up under scrutiny. If you are ready to look seriously, get the pre-approval.

How much should I save for a down payment?

It depends on the loan program. Conventional loans commonly plan for 3 to 20 percent, FHA loans allow lower down payments for qualified buyers, and VA loans can go as low as zero down. Both Oregon and Idaho offer down payment assistance programs for eligible first-time buyers. Your lender runs the exact math for your situation.

Can I buy a home in Oregon while living out of state?

Yes. Video walkthroughs and virtual tours narrow the list, a licensed local agent holds open houses and inspections for you, and you fly in for the final selection. Oregon allows remote online notarization under specific rules, which can simplify signing logistics for a closing done from a distance.

What is earnest money and how does it work?

Earnest money is the deposit you put down with your offer to show you are serious. It is credited toward your purchase and returned if the deal falls apart for an allowed reason, such as a failed inspection contingency. In a competitive market a seller may ask for a larger deposit; Paul tells you what is customary for the specific market and loan type.

How does a home inspection work?

After your offer is accepted, a licensed inspector examines the property's systems and structure: roof, foundation, electrical, plumbing, heating, and more. You receive a written report of findings, then negotiate repairs, credits, or a price adjustment with the seller. In a fast market many buyers complete the inspection during the contingency period without slowing the deal.

Do I need my own agent if I am buying new construction?

Yes. The builder's on-site sales team represents the builder, not you. A buyer's agent protects your interests on price, upgrades, lot choices, and contract terms, and can flag incentives that are actually worth taking. Paul represents buyers in new-construction communities in both states.

02 · Buying a home in Idaho

Idaho buying questions, from the valley.

Answers stay short, direct, and consistent with the full guides on this site. Skip the ones you know; use the anchors above to jump around.

How is buying in Idaho different from buying in Oregon?

Pace and supply are the biggest differences. The Treasure Valley is lean and fast: Ada County has been running near 2.5 months of supply, and homes in Boise proper can go under contract in about two weeks. Portland buyers can compare and negotiate; Treasure Valley buyers need to be pre-approved and decisive before the right home appears.

What are the first steps for an out-of-state Idaho buyer?

Get pre-approved with a lender licensed to lend in Idaho, narrow your market with video tours and local open houses, and work with an Idaho agent like Paul who knows each listing's true comparable value. Budget one in-person trip for the final selection, and plan your closing paperwork around Idaho's rules, including remote online notarization where it applies.

What should I know about water rights on Idaho properties?

On well, canal, and acreage properties, Idaho water rights must be verified before you offer: who holds the right, what the source is, and whether it is appurtenant to the land. The inspection and title work should surface the basics, but your agent should confirm the water situation directly when it matters.

How do property taxes work for a new Idaho buyer?

Counties assess property value and apply local tax levies to set the bill. Idaho gives owner-occupied homes a homeowner exemption that reduces taxable value, and effective property tax relative to home value is among the lowest in the country. Your first bill can differ from the prior owner's, so confirm the current assessed value and exemptions with the county assessor before you close.

Can I use an Oregon pre-approval for an Idaho purchase?

No. The lender must be licensed and able to lend in Idaho. The good news is that the same documents drive both conversations, but an Oregon pre-approval is a head start, not a substitute. Paul works with lenders on both sides of the border and connects buyers with the right fit.

How competitive does my offer need to be in the Treasure Valley?

More than in Portland. Closed sales ran 11.4 percent above a year earlier in August 2026, and well-priced homes attract multiple offers quickly. The offers that win are pre-approved, priced from solid comparable data, and ready to close on a timeline the seller can live with. Paul structures the terms around market data, not guesswork.

03 · Selling

Selling questions, answered without fluff.

Answers stay short, direct, and consistent with the full guides on this site. Skip the ones you know; use the anchors above to jump around.

How do I know what my home is worth?

Paul prices from recent comparable sales: same area, similar homes, adjusted for condition, updates, lot, and view. The asking price is strategy; the sold data is evidence. A market report median tells you the metro, not your street, so the comparable analysis is where the real number comes from.

What does sale-to-list mean in a market report?

Sale-to-list is the closing price divided by the listing price, averaged across sales. A 99.2 percent figure means homes closed at 99.2 percent of their list prices on average; over 100 percent means homes sold above asking. It tells you how much negotiating room buyers actually had.

How long does a typical closing take?

Most Oregon and Idaho purchases close in about 30 to 45 days from an accepted offer, depending on financing, inspections, and how the calendar lands. Cash deals can close faster, and new construction starts its clock at completion, not at contract. Your contract lists the exact target date.

What is a listing agreement?

The listing agreement is the contract that authorizes your broker to market and sell your home. It sets the price, the term, the broker compensation, and what the broker will do to market and negotiate. Read it carefully; Paul reviews every term with sellers before signing.

Should I make repairs before selling?

Fix what affects the inspection outcome and the buyer's financing: safety issues, leaks, and major systems. Cosmetic updates only pay for themselves when they move the price, and they do not always. Paul advises from what buyers in your price range actually expect rather than a generic checklist.

Can I sell my home and buy another at the same time?

Yes, with careful sequencing. The sale close usually sets the window for the purchase close, and the two contracts need to line up or you need a gap plan. When the two homes sit in different states, the coordination matters even more; see the relocation checklist for the phasing.

04 · Relocating between the two states

Cross-state moves, without the guesswork.

Answers stay short, direct, and consistent with the full guides on this site. Skip the ones you know; use the anchors above to jump around.

Do I need an Oregon or Idaho agent if I am moving between the two?

You do not need to juggle two agents who barely talk. Paul holds an Oregon Principal Broker license and an Idaho Associate Broker license, so one advocate can represent your sale in one state and your purchase in the other, keeping both threads on one timeline.

How do I time the sale and purchase across two states?

Start with the move date and work backward. The sale close is usually the longest pole, so sequence it first, then fit the purchase close to it. Two closing dates on one calendar beat two hopes; Paul lays the whole sequence out in writing before the first listing goes live.

What are the biggest tax differences to plan for?

Oregon has no sales tax but a progressive income tax with a top marginal rate near 9.9 percent. Idaho charges a state sales tax and a flat income tax, 5.3 percent for 2026. Property tax systems also differ: Idaho's effective rate relative to home value is among the lowest nationally. Run your own income and spending through both before you decide.

How does remote online notarization work for a cross-state closing?

Both Oregon and Idaho permit remote online notarization when the rules are followed: the notary must be physically located in the state where the act takes place, identity is verified with credential analysis plus knowledge questions, and the session is recorded live over audio-video. It can simplify signing from out of state but does not replace the escrow and title steps. Rules change, so confirm current details with your closing team.

Should I compare the actual cost of living before moving?

Yes, and the headline number will surprise you. Median home prices in the Portland Metro and the Treasure Valley are within a few thousand dollars of each other, so the real differences are in taxes, utilities, and everyday purchases. Paul's cost-of-living deep dive walks through the categories with sources.

What happens to my mortgage when I move?

Most mortgages do not transfer to a different property; you typically sell and pay off the old loan, then finance the new home. Buying before selling, or using a bridge arrangement, depends on your equity and the lender's programs. Talk financing early so the two closings line up.

Which state gets more sun, and does that matter for the move?

Boise gets noticeably more sunshine and dry days than Portland, while Portland is milder in winter with far more rain. Both have four real seasons, just very different skies. It is a lifestyle factor worth weighing, and Paul's weather deep dive lays out the numbers.

05 · Closing costs & financing

The money questions, in plain language.

Answers stay short, direct, and consistent with the full guides on this site. Skip the ones you know; use the anchors above to jump around.

What are typical closing costs in Oregon vs Idaho?

In both states, 2 to 5 percent of the purchase price is the planning range: loan fees, title insurance, escrow, recording, and prepaid taxes. Exactly who pays which line is negotiated and differs by market and contract. Your lender’s Loan Estimate lists the buyer’s costs with real numbers well before closing.

Who pays closing costs, buyer or seller?

It is negotiated. Buyers usually pay their own loan-related costs and a share of title and escrow; sellers commonly pay the listing side and title insurance, and sometimes a buyer credit. In a buyer's market, sellers often contribute to the buyer's costs to close a deal. The contract spells out the exact split.

Where do I find a lender I can trust?

Paul's trusted lender is Travis Olson of Eureka Mortgage Planning: 503-449-3807, tolson@eurekamortgage.net, NMLS #111072, licensed in Oregon and Washington, with more than 35 years of experience. For Idaho purchases, Paul connects buyers with a lender licensed for Idaho. Start on the lender page and tell them which state you are buying in.

What is an APR and why does it matter?

APR, or annual percentage rate, rolls the interest rate together with the loan's fees into one yearly figure, so you can compare loans with different points and costs. A loan with a lower rate but heavy fees can have a higher APR, so compare APR across offers, not just the rate.

What loan programs should I consider?

Conventional loans are the standard; FHA, VA, and USDA loans exist for specific situations; and fixed-rate versus adjustable-rate mortgages trade stability for a lower starting payment. A good lender compares programs with real numbers for your situation instead of selling you one product. Paul's glossary defines the common ones.

How do I compare two loan offers?

Line up the Loan Estimates side by side: interest rate, APR, origination fee, points, and the total closing cost. Look at the same loan amount and program on both, and ask about the fine print on rate locks and late fees. The cheapest APR is not always the best fit if one lender is far more reliable on timelines.

What is underwriting?

Underwriting is the lender's final verification of your file: income, assets, credit, and the property appraisal, checked against the program's rules before the loan is approved. It happens after your offer is accepted, which is why keeping your finances unchanged from the pre-approval through closing matters.
